Citizens gathered at Lan Kwai Fong, Central, Hong Kong Island, celebrating the Halloween. A large group of riot police got to the site requesting people to leave for no reason. They urged, pushed and forced people leaving and using pepper spray as the means to get people out even though people on site did not wear any gear nor mask, as well as journalists reporting on site. Citizens including foreigner were arrested.

(a)(b)片中可見數而十計的防暴警察追趕個別示威者至高速公路，並且在路壆上使用警棍向示威者多次作出攻擊。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。
