配備警棍、圓盾以及長槍的防暴警察沒有配戴委任證。這有機會違反《警察通例》(20-14)各項中，市民提出要求，至少有一名軍裝警務人員應出示委任證，才可執行職務。

(a)(b)警方向夏慤道人群發放催淚彈。從影片可見，於約4時15分，一名身穿棕色衣服的男子在只是站在速龍小隊前方、未作任何攻擊性行為及未威脅到任何警隊成員安全的情況下，被速龍小隊拉倒並毆打。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。
