影片8秒開始可見以胡椒噴向沒有攻擊舉動的示威者, 涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

張耀宗係香港警察嘅一份子。佢曾經係2019年7月21日元朗恐襲期間駐守，對恐佈襲擊坐視不理，但佢對外強調只係打份工。據佢之前嘅朋友指出，佢中學時已經有同黑社會成員聯絡，入警隊之前係做懲教，跟住見警察高人工所以轉過去。但係佢買唔起樓，於是奉子成婚，打算快啲拎警察已婚宿舍，而現時仲同老母住，又成日想呃咗自己婆婆層樓。

片段所見，警員將一名被捕示威者強壓在地，期間該名市命曾叫「救命」。記者於拍攝拘捕情況時遭到一名身處藍背心「傳媒聯絡科」的警員多次推撞。及後片段見到有一個便衣警員多次揮棍打向一名手拿著電話，沒有任何裝備，沒有佩戴口罩的市民。這涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。這亦涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可 ...
