黃邦恆係香港警察的一份子。據認識佢嘅人所講，佢喺Facebook多次發表針對示威者言論，語氣極度囂張，講明任何人不認同可立即刪除佢朋友，又多次係示威現場施暴鎮壓示威者，包括於2019年8月係機場帶出中國特工符國豪。據2019年末資料，佢經常出沒於荃灣西、九龍塘、香港童軍總會一帶。
