葉文權於2019年7月22日凌晨，係元朗恐襲過後，同身處南邊圍嘅身穿白衫，有黑社會背景嘅恐怖份子搭晒膊頭，無拘捕佢地，顯示出葉文權有份同黑社會合作。以下係葉文權曾經出現係當日場面嘅圖片（取至香港電台直播）： 據一手資料指出，葉文權係中一時曾經因為盜竊被捕，及後受警司警誡。在學時做社長又經常侵吞公款，偷同學錢，亦會經常向其他人借錢，至今仲未歸還。
