In Ma On Shan, New Territories, a large group of riot police came out from police station claiming to disperse the demonstrators on street. Their guns and strong flashlights pointed to the nearby residents and buildings. And some of the police yelled and shouted to the nearby residents.

區議員呂文光在警方推進防線時，被警員扯跌，後更在沒有衝擊、高舉雙手情況下被噴胡椒噴霧。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

當日下午，警方在展城館清場。從影片可見，期間一名外籍人士坐在草叢旁，以英語向警員重覆表示“No no no, I cannot move”（「停下，我不能走動」），但警員不但無視該名外籍人士不能行動的狀況，還繼續近距離噴射胡椒水，過份使用武力。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
