當日下午，警方在展城館清場。從影片可見，期間一名外籍人士坐在草叢旁，以英語向警員重覆表示“No no no, I cannot move”（「停下，我不能走動」），但警員不但無視該名外籍人士不能行動的狀況，還繼續近距離噴射胡椒水，過份使用武力。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
