片中可見，警員兩次發射布袋彈(或橡膠子彈)時(影片0分30秒及0分45秒)，馬路上並無任何人以及示威者，行人路上只有三名穿黃背心的記者，而三名記者並無阻礙警員工作，亦沒有衝擊警方的防線。警員兩次開槍，這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
