張祺係香港警察嘅一份子。根據親近人士資料，佢自2014年起就堅定支持警察暴行，現時都一直係Facebook分享親中撐警言論，不停強調2014及2016年間被捕嘅政治犯係「抵死」，又不斷侮辱義士，支持警察開槍射市民。佢係加入香港警察之前，曾經係麥當勞返工，有女朋友 (目前現任) 嘅情況下繼續同年輕女同學發展關係。
