李惠萍係香港警察嘅一份子。佢係2019年9月2日，係返校宣傳嘅示威支持者身邊徘徊，大聲喧嘩催促在學同學入學校，務求令學生唔敢接傳單及口罩，亦不時用雨遮篤及碰撞手足，又有意無意咁係樓梯旁邊推撞支持者。據舊生分享，佢喺學校主要教體育，俾分都係睇人俾，男仔上堂嘈少少佢就大聲指鬧男仔上堂好嘈，連其他老師都睇唔過眼。舊生又指佢無伴侶亦無仔女。

在西邊圍村村口、一個較窄的位置，有警方在築起防線，多次舉起橙旗，並向示威者多次開槍。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。警方不斷以強光照向示威者及鏡頭。這涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。
