周浩然係香港警察嘅一份子。佢曾經擔任防暴警察，並係其他人面前聲稱自己「拉咗好多人」。據前友人之資料，佢係就讀中學個陣，女朋友背住佢同其他男人上床，全校皆知，得佢一個唔信，之後仲怪責同佢講嘅朋友：「你唔好同我講呀嘛」。其後係佢加入香港警察之後，女朋友就患上急性肝衰竭。生活習慣方面，佢經常係樂富Fitness出沒。

1分29秒防暴警於未有警示下從警車上未依足程序發射催淚彈，涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

人群中一名示威者指罵眾警員後，其中一名警員向該示威者發射橡膠子彈，示威者臉部被打中。當時該示威者站在警員約15米外，並未對警員構成威脅。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
